The approved KBCCIP is called the "Hybrid" Alternative – Three Lanes with Roundabouts and Limited Seasonal On-Street Parking. The following information summarizes the three Phases Associated with the Project:


Phase I – Neighborhood Traffic Management Plan (NTMP):

This phase includes the implementation of the Conceptual Kings Beach Neighborhood Traffic Calming Plan. All work performed in this phase will take place within the neighborhood streets and involve no grading or right of way.

The NTMP is designed to calm traffic in the neighborhoods of Kings Beach. The community was asked to comment on the locations of the traffic calming devices as laid out in the conceptual plan. These comments were analyzed and the NTMP was revised based on these comments.

The NTMP will be implemented in two stages: the Pilot NTMP Deployment and the Full NTMP Deployment. The Pilot NTMP Deployment will consist of 16 temporary speed humps, one temporary raised crosswalk, and three temporary traffic circles that will be removed in the winter. One permanent speed hump and permanent traffic circle will be placed to determine how these devices will hold up with snow removal. One permanent neighborhood entrance feature and a speed feedback sign will be installed as well. Data will be collected during the pilot deployment and will be analyzed to determine how the traffic calming devices are working. In the fall, after the temporary devices are removed, the data will be presented to the community. The community will be given the opportunity to comment on the pilot NTMP and resultant analyzed data.

The full deployment NTMP, to be constructed with the Phase II improvements, will install the traffic calming devices permanently.

Phase II – Off-Highway Improvements:

This phase includes the implementation of all off-highway improvements including: construction of drainage features, cross culverts, sidewalks, roadway improvements and up to five (5) parking lots within the Kings Beach neighborhood. Items from the NTMP Full Deployment will be constructed in this phase.

Phase II Begin Construction: May 2013

Phase III – Commercial Core Highway Improvements:

This phase includes all improvements along State Route 28 including the construction of two roundabouts at Coon Street and Bear Street, curb, gutter and sidewalk. Any of the remaining five parking lots will be constructed during this phase. Minimal right of way is required. Below are some exhibits that show the Phase III improvements.

Core and Off-Highway Improvement Community Input

The community has been asked to give input on the streetscape layout and amenities related to the Commercial Core. The deadline to submit preference forms is now past for the March 1st meeting. The community was given a second chance to comment on the Streetscape layout at the May 17th meeting. Preference forms were compiled and the community expressed their preference to see the following Amenities in Kings Beach. Top selected Amenities. The sidewalk materials will be comprised of a mix of the top 3 preferred choices: plain concrete, stamped and colored concrete, and pavement.
